Against all hope. Have you ever been here? At the place where there seems to be no hope? Then you're exactly where God can do His best work. The preceding verse calls Him the "God who gives life to the dead and calls things that are not as though they were."
It's when we have no hope anywhere else that we will see God working miracles on our behalf. Abraham was about 100 years old and Sarah, his wife close. She'd never had any children. Yet God did what he said--the entire Jewish race came from these two, "as good as dead" as far as having a child was concerned.
Going down farther in this chapter it tells us that these words about Abraham weren't written for him alone, they were also written for us--for us who believe in Him who raised Christ from the dead.
So, don't give up hope. Turn to the One who calls things into being from where there is nothing. Believe in the One who gives life to the dead.
